When they don’t have one, they take a loan from a federal bank using a discount window. Borrowing money from the federal fund is easy for banks because it’s always available and does not involve a long documentation process.

Banks get money from the federal reserve system and lend that to their customers at higher interest rates and generate more profit. Nobody is the owner of the central bank of America and no one gets benefited through it except the government. Federal reserve banks are divided into twelve districts and serve different territories. This became the central bank in 1913 to support and make things flexible for the citizens and banks of America. Congress has the right to  investigate and interrogate the board of directors anything that can impact positively or negatively the central bank.

The central bank is responsible for keeping an eye on financial institutions, maximizing employment, and making prices stable. To keep and maintain a healthy economy they do risk analysis and protect businesses, individuals, and families from loss.
